Ics motor question

Ics motor question
Car threw a P0300 and P0401. Checked all connections to egr solenoid and they are good. Should the ics motor be plugged? Or a vacuum line hooked up to it? Currently has nothing on what appears to be a nipple. Thanks for reading !
