brakes engaged while driving??? HELP! PLZ

Hey guys, mods in sig and search has been conducted already. So I recently upgraded my brakes to include slotted rotors and stoptech pads, I also painted the calipers whenever I did all of this. I have everything back together but when i'm driving it feels like the brakes are kind of engaged and when I take off from a stop it feels kind of similar to having the E-Brake on still, but not as bad. I looked at the front calipers and the pads are constantly touching the rotors, I bled all of the brakes in the proper order. Does anyone know what my problem might be?

Ignoring all the brake work you recently have done,
I would say its a bad check valve in the brake booster hose

When the car is elevated of the wheels, can you easily rotate the wheels by hand and not feel or hear brake drag?
How did you 'repaint' your calipers?
