why is my new tial q bov not working

hey everyone, this my 1st post on this forum. Well actually any evo forum. I recently bought my first evo. A
White 03 evo8 with 75k miles. I bought it with a nock off hks ssqv that only fluttered/surged and cheap piping. I purchased a used ets upic pipe with a tial bov flange for a good price. I bought a tial q with 11psi spring from extremepsi.com, after Installing everything the tial just fluttered/surging in any boost. I tried a 8 psi spring to and it did the same and actually didn't let me go past 4500 rpm so I put the 11psi back in. It was fed from a T that went to the boost controller and intake mani. So i tapped the compressor housing with a banjo bolt and 1/4" nipple and used good solid fuel hose. It kinda works but still flutters/surges. Next I was going to test the ic piping for any boost leaks.

ANY OTHER IDEAS

stock motor with hks 272 and Aftermarket gears.
bigger front mount and j pipe

Vacuum at idle is roughly at -10

This is how i have it. Their shouldn't be any problem with it getting proper Vacuum, I think.
and the vacume hose in the picture is replaced with FI fuel hose 1/4 inch

From that thread that was linked:

THe vacuum line is suppose to go behind the throttle body like in the above pic. You just need to move your vacuum line to the intake manifold and everything will work fine.

The BOV has to see a vacuum source to work. You will not see vacuum pre-throttle body so the vacuum hose must attach to the intake manifold.

Yea, the BOV needs a 1/4" vacuum source off the manifold..

Lol I thought it just needed any vacume sorce.
can I run a boost controller off it?

It does need a vaccum source the compressor housing is not a vaccum source..

Yes you can but you have one on the J pipe. Either one needs to be plugged or connect them together.

I'm sorry OP, but I about died laughing!!! The bov should have its own vacuum source off of the intake manifold.
