Fuel pump problems

My Evo 8 had died on the freeway and got it towed out. No hoses lines pipes or fluids were out of place. Would start to crank. Power was coming in wanted to crank, but wouldn't. So I figured it was the fuel pump. Went a got a new fuel pump and installed it into my housing. Installed that and buttoned it up leaving the plate off in case I had to make adjustments. So I go to crank.... same story. Just rotates and won't start. Checked the fuses and lines and nothing. Tried cycling the fuel pump to no avail. Cannot hear the pump building pressure and seats are off in the back and cover for the housing is off.... I'm out of guess I need help. Any clue to what's happening or even a direction I can take this in.

Try pulling fuel feed or return line and point it into a bucket. Have a friend try to start the car. Also take a look at your cam gear and crank timing marks to make sure they are not out of place.
