It is probably only boosting 11psi because it EBC is off or not set correctly. The blitz will control boost in PSI or Duty percent. You have several channels to set this up but you will need to select a channel and set the reading to PSI. Then after you do that dial in your desired boost level with the auto function selected. After this is done exit out to the boost guage or graph and you will see a big "L" on the top of the display then go out and to a couple of hard runs through the gears and it will dial in your desired levels automaticall and once the "L" disapears it is set. It is best for you to read the instruction manual so I attached the boost setting page below.

If the guage doesn't work then it isn't measuring boost and you have a vacume problem that still needs to be fixed. If the guage goes to 11psi or above and you just can't get any higher setting then readjust your settings. If you aren't on auto then you will need to turn it up to about 58 for 19.5psi. If you are on auto you should be able to set it to the desired PSI that you want to be set at. Gain should be set at 32 and boost at 58 or 19.5 depending on your settings.

No the stock sylinoid should not be hooked up with vacume lines but it should be plugged in still electrically. Just cap it off using 2 caps your new EBC will control the boost completely.
