Its in rough shape. I actually have another in similar shape.

1. can I sand the clear off?
2. some form of carbon fiber wrap?

Any ideas greatly appreciated.

 

A quick search of this section of the forum using the words "rear wing" or rear spoiler" will get you where you need to go.

Here are your options:
1) (If you have an VIII wing) Keep assembled or Disassemble, sand down end plates to carbon and sand clear from the center section then re clear the whole thing for the "Naked wing":

2) Disassemble the end plates and sand and clear the center section:

3) Do it as one piece, sand the center then tape it off and paint it:
