As to the comments, I'll try WD-40, and tar and tree sap remover first...if that doesn't work, I'll bust out the clay bar.
That front thingie is an unpainted veilside lip, and I agree, I'm not terribly fond of the looks. I'd like to have it painted to match the car....any idea how much that'd cost? How much time it'd take?
I pulled off the veilside lip, and the stock lip is all still there, except the little part that clips on the bottom. It looks better to me. And the paint underneath is a bit hammered....maybe from heat, or the glue used, or whatever, I don't really know.

I think maybe he just wanted some attention or someone to ask to see more pictures? Any cleaner wax will remove that stuff, or Turtle Wax Bug and Tar Remover works great for crap on your paint without harming the clearcoat.
The clay bar works wonders. Your paint will never feel as smooth. I clay it then use stage 2 meguiars polish then stage 3 wax. Car comes out looking better than show room quality. anyways yea the veilside kit isnt all that attractive. anyways take it easy.
