To pull means to do just that, pull the fenders outward, away from the car. Typically starting at the 12 o clock position and and moving outward in either direction.
This is usually done at the same time as rolling the fenders while incorporating heat so that the paint doesn't crack.
On the inside of a fender is a about a half inch of metal angling towards the inside of the car. To roll would be to bend that piece up in a rolling fashion.

new to the scene. i have a 06 evo with Varrstoen 1.1.1 wheels 18x 9.5 with +12 offset all around on toyo extensa 225 40 18 tires. megan racing coilovers and rear fenders rolled.
