whats up with the subaru attatchment thingy after the vortex generator? The idea is to break up the air so it pushes down on the wing.. not break it up, smooth it out

the original owner put it on there... Dont ask. I only had the car for 1 day before the accident... So i left it. Ehh... Im fine with it. Dont know what i will do with it yet!
no big update except i should be able to bail her out of the bodyshop in the upcoming weeks. she will get towed to my buddies shop and the timing belt kit will be put on. pray for me!!!
