Best Balanced Size
That's kinda what I'm getting at, I'd like to run an 18" but curious as to what the best balanced size is. Do offsets effect the width. For example if I go 18x8.5 with a certain offset, it will handle the same as an 18x9?

FWIW, the autocrossers in BSP and SM are running 18x9.5 (w/ rolled fenders) or 18x10 (with replaced widebody fenders). If you want something that performs to the limit that's the size you want.
I'm also not sure exactly what you mean by "balanced". Wider tire = more grip. Stick as much rubber under the car as you can.
No, offset does not affect width.

Like I said, look at the guys actually competing at a national level.
285/30R18 on 18x9.5 seems to be the wheel/tire combination to go with.
This will require a whole bunch of camber in the front plus fender rolling on the back.
