If you don't compete in you Evo and just daily drive it then get springs. Spend the rest of $$$ on HP, brakes, etc... coilovers will need all kinds of adjustments, preload, rebound, compression, height, camber. etc.. its just neverending like dumping money upgrading any car. Go springs w/stock shocks and call it a day.
what suspension u running??...im not too grazy when comes to hp just want my car to handle a little better than the average evo....a little faster ...but me personally not big fan of just using springs ...they lack adjustability although very cost effective for my needs

A good set of springs, struts, and sways will meet and exceed handling and racing characteristics of entry-level coil-overs.
The stock MR struts or even the KYBs are good. Those with a proper spring and sway bar set will make for one mean handling car.

The OP has no need for them in my book. He wants some general better performance like sway and weight transfer. We are not talking about a full blown time-attack monster.
Coil-overs have become the go to for anything suspension, however there are better options out there that people seem to refuse to try/use.
Also, you should factor in the elements. If you live in a winter/ice area coil-overs and road salt don't mix.

Good sway bars.

Hawk HP or HPS pads? I ran the HPS pads and they were just ok, nothing more. Glazed the HPSs after this summers AXing and street driving. But, the Ferodo DS2500s have much better bite. I am still collecting feel/data on the Satisfied GranSport GS5 pads I have on the car now. So far they are similar to the DS2500s. More on those later.
Ok, pros/cons. Recently the Tein had a recall on their coil-overs for manufacturing issues. Stance seems to be moving up the coil-over ranks. But not a lot on them - some data, some opinions...
For the OP: are you sure you would want 14k/14k for a street car. That is stiff, very stiff. Bumps, road variations, etc - can become tiresome.
