Make sure the Bilstein shocks/struts are not seeping oil or leaking oil/fluid. It could be that the shocks are worn, or the spring rates do not match the shocks or a combination of both. To verify the springs are correct you can look for a part # on the spring and cross reference them on Swift's website: http://swiftsprings.wpengine.com/sport-compact/ . If everything looks good, you still may want to have the Bilsteins rebuilt (assuming they are the original ones for an evo).

I believe one of the bilsteins is leaking, with that said, is anywhere still rebuilding these?

I had Bilstein MRs with Swift Spec R’s a while back. It should not be bouncy at all. If one is leaking, and you want to dedicate yourself to this setup for years to come, you can send your setup sent out and have the Bilsteins revalved to match the springs much better. I wouldn’t bother just rebuilding one, at min a pair if not all four as they are all likely blown or on there way out.
