Can you place the restrictor further upstream instead of at the turbo inlet?

No. There are specifications how you have to and where you have to place it.

It astounds me how many Evo owners know nothing about Group N rally... really ironic.

It's not a pill, it's an inlet restrictor required on all Group N rally cars. Much along the lines of the 2.0 L displacement cap. The restrictions are designed to keep everything fair and safe.

Anyway, this rally car looks bad ***! Good luck during the season guys.

Here is one general or starting guide for you. If you build the car this way you will be fine. Also there are some changes between NASA and USRC but you can easy over come on those.

Link General:

link for main page:
http://www.nasarallysport.com/main/rules

They changed the rules about the Tarmac wheels so you will be fine with the stock rims.
"Bulletin 2

Class Rules Regarding the following section of Section 3, which is related to wheel sizes for the GT class

3.3.3.4.1 Wheels
1. Gravel: Maximum permitted wheel is 15” x 7”
2. Tarmac: Maximum permitted wheel is 17” x 8”/this is originally red letters /
The text in red is replaced by 18"x8.5"."

Rally doesn't get enough publicity on tv and magazines thats why there's a lack of knowledge. Myself included.
On another note, I was tuned by Dynoflash Al last night at ics performance in Conn. we made 333hp and 341tq.
Great place and people.
