Is fuse 21 ignition coil stop the car from turning on?

I recently got new headlights and followed a video on YouTube as the Aftermarket headlights didn’t come with instructions. However, the guy switched fuse 21 ignition coils for 2 15 amp fuses for his headlights.
My question is wouldn’t this cause the car to not turn on or turn off? Shouldn’t the fuse be plugged into the running daylight fuse?
Those are fuse taps/add-a-circuit fuses. He added 5A to allow for the additional power draw of the headlights. He picked those because they are on when the car is running. Those add-a-circuit wires allow the existing fused circuit to retain power while providing a wire for an additional fused circuit off the fuse box's power supply.
Dude thanks so much for replying. My brother got me the ones in the link below for my birthday (best gift ever). But the cars been so weird lately I wasn’t sure if this had anything to do with it. It’s been turning off while driving when it even decides to turn on and when it turns on it shuts off after a while. When it won’t turn on the fan and lights just turn on but won’t even crank.
I would test if this issue today but my brother was trying to see if it was my O2 sensor causing this and while doing so had the jack slip and squished my intercooler (looks like a pancake). So I’m waiting till next week when another intercooler I ordered gets here.
These came with no instructions. That makes sense but why not just plug into fuse 13 DRL?

I think you're finding conflicting info because the SSS/OEM HID cars use that fuse/circuit for dedicated DRLs that run at 12v whereas the Halogen equipped cars that circuit is driven differently, a lower voltage IIRC, and won't work correctly.
