if you mean dangerous due to the lack of controlled environment i agree, but they are no different then a dyno when it comes to extracting power as long as you know what you're doing and have the appropriate software on hand and a flat road to do passes back and forth on.

I do both on my cars. I dyno tune for high load and boost. Then I street tune to refine the dyno tune and make the car as fuel efficient as possible.

so pretty much its up to the owner of the car. and wether he has access to a dyno or a clean, flat, safe road to tune on. gotcha!
