This is our 3" Dual Exit Catback (on a Ralliart not an Evo X) on a customer's car in Australia.:

The Buschur Bullet with a test pipe is really loud and so is the AMS Twin Tip with no silencer in and a test pipe. I've run both of these setups and current rock the AMS without any silencers so its basically a 3" open exhaust with no muffling. Believe me when I say people 500ft+ away know when I'm coming down the street. It's loud outside but no drone and not unbearable inside.
You can always get a quiet exhaust that will pass all emission testing then just buy a exhaust cut-out and be loud whenever you want. Then close the cut-out and be quiet whenever you want.
With the cut-out open, it will be louder than any "loud exhaust" out there.

I can't imagine anything without a cat ever passing emissions. Even some of the low cell count ones will fail. You'll really want to swap exhausts in for testing.
The Buschur bullet is about as obnoxious as I'd go if you don't want constant police attention. My problem with it is that it hangs too low. I'd say the ETS v2 and test pipe. I love the V-band stuff that they do.
