What would be an equivalent to a GT28 that has an a/r .48? Turbo is on a 2002 Lancer.

I am asking this for a friend who seized his turbo, so I actually have no idea or any knowledge on this subject at all.

Alternatively, what are the rebuild options for this turbo that was oil starved and is now seized?
