Question Only boosting ~12lbs max

Hi all, been having some trouble finding the source of this issue.

I have a 2010 Evo X SE, had intake, exhaust, test pipe installed. Was going to get it tuned but ran into this problem. In WOT it spikes at around 12-14 lbs boost, then tapers down to 8 lbs. Looks like wastegate pressure.

I took it down to FFTEC in Hayward, and they told me that my turbo was blown, with shaft play. So I replaced the turbo, converted back to stock cat and airbox, and I'm still having the same issues.

Any of you run into this? I'm looking into replacing the two boost control solenoids. Thanks!

Yes, I had FFTEC do a boost leak test as well and they didn't find anything.

Thanks for this! I'll look into testing it. Are both of the solenoids the same, even being different colors?

Both are the same. They're just diff colors to differentiate which one is which since the ECU has two different control strategies for them.
