i believe their are laws stating that manufacturers cannot dictate selling prices for their cars. So, dealers can charge whatever they want?

True. That's where the "S" in MSRP comes from. S ifs for suggested.
Anti-trust laws do not allow manufacterers to set selling prices for its non-owned distributors.
