It looks like any $5 D-ring you can get where ever they sell rigging and lifting equipment. might try a 4x4 store.

or I could lie and say it's JDM and hard to find, but i'll let you have one for $69 just this one time

The JDM Front crash beams come pre-tapped for a tow hook, along with the rear.
Thats why those "covers" are there.

the US front crash beam doesn't come pre-tapped.

You can either tap, and buy the HKS ones. or get creative and weld something.

I had Road Race Engineering install mine, I ran in the RedLine Time Attack last weekend and passed the tech inspection. They did a great job on the install really clean.

You gotta love the pic. Off track just a bit, Luckily I didnt need to use the tow hook

I wouldn't recommend buying this one from Moss Mini. It's a good quality part, but it's made to fit specifically in the pre-tapped threads of a Mini, with a crazy M16-3.00 pitch. You'll have a helluva time finding an M16-3.00 nut or tap to adapt this to an Evo.

The RRE one looks like the best one available now. Might have to get them to do that for me when I get my exhaust installed.

How did Road Race Engineering do the install? Did they weld a nut onto the crash bar? The crash bar is made of aluminum that looks to be only about 1/8th inch thick, too thin to tap for a functional tow hook. I would be interested in details on how they did the install, if the hook is actually functional and would work to pull the weight of the car. Thanks!

pardon my ignorance...but where does it anchor to? if it's just the bumper, would actual towing rip the entire front end right out? is it used mostly for racing cars? i don't see a point to it for DD. i have to admit that it looks cool.
