HID Crapped out!
As many have stated before, they cannot deny warranty on a part that is completely unaffected by your mods. Magnusson Moss warranty act is in place for this exact reason. Now most dealers will say, "we don't have to prove that it was the cause because that's impossible. There's no way to prove that your exhaust blew your engine, but we believe that the increased power levels are the cause." Now, in a situation like that, they can actually get away with that, even though it's BS because if something in your engine broke after an exhaust upgrade then it would've happened anyway and there was just something wrong with the motor.
But, as crappy as it is, they have a plausible connection that would hold up in court if you wasted your money on an attorney. BUT, they can't void your warranty over something that couldn't possibly be connected to the failure. They may as well void your warranty for having an air freshener in your car, as that would have about the same effect on your HID system. Don't let them get away with this, because unlike many warranty disputes, this is one that you can easily win in court if it goes that far. Of course, you will probably waste more money on court and attorney fees that what it would cost you to just buy the ballast, but there are other options.
Contact mitsu corporate and explain the situation. If that doesn't work, contact the department of consumer affairs and the attorney general's office. If the case meets requirements, which this will, they will get involved. As soon as the dealership get's a letter from the attorney general's office, they will buckle quickly, I assure you. I would also advise you to find another dealer, because these guys are scum bags from the sound of it. Good luck.

its really not just Mitsu, my friend has a brand new G35 and his driver's side window came off the track...the dealership blamed it on his aftermarket TINTS!! But he argued with them and got them to warranty it
Also my dealership could not find the metal clips which hold the lip (spread the load) where the plastic locking inserts help hold the lip onto the other plastic aero kit front spoiler part.
I just looked in CAPS and the ballast is sold by itself. You need to fight this though. They cant decline your warranty on your HID's if you have an intercooler or anything like that. If the dealer wont cooperate call MMNA and tell them what is going on. I would hope they would step in and help.

Later, Ken
Do you ahve to get a factory ballast? Can you just go aftermarket? HID KITS are so cheap these days...and from what I hear the quality is the same w/ all of them...

i could bypass the stock ballast, but i just dont want to... it is stupid to do that when they are supposed to fix the damn thing
besides if i do that i have to splice on the wires and that i wont do on a new car

Like someone else said, you have a decent case that you could fight, but they are who they are. No other company (in mine or friends/family's experience) has been as bad as Mitsubishi. They all try to deny warranty claims, but never something this stupid. I have had things replaced/fixed under "warranty" on the 10 year old Porsche that I would've had problems with on the Evo that was still supposed to be under warranty.
My Evo was the famous warranty denial Evo, and I still got my HID ballast replaced on it under warranty, so there's no reason you shouldn't. They will normally try to do something lame, like someone above posted, where they state they can't prove the exhaust caused the failure but the heightened power may have caused it blah blah blah denied.
There is no comparison between the quality of an aftermarket Chinese kit ballast and ANY OEM ballast. You have heard wrong.
my comment about my mods affecting the electric warranty of the car was ironic
i do know the mods have nothing to do w/ it i was writing on the drift of the moment
