08 EVO x .Car's running TBE and BOV without a tune, it runs a little rich, can a Cobb AP tune solve this problem?

Car's been running 15000miles, Do I need to change the spark plugs? Do I need a tune after I change them?

Rencenly I had a few times "hard-starting " problem, happened only during warm->hot tempurature. The car needs to ignite a long time to start, and sounded like it rans out of gas. my friend told me, it might because the running rich problem. Anyone had this problem before?

-Make sure the BOV is recirculating
-If you have a TBE, yeah you need a tune. The Cobb AP has an off the shelf map you can get (Stage 2)
-change the plugs
