Relay's making clicking sound and dash going nuts...

My relay's are going absolutely batty when I turn the car to the on position but don't start it. They continue clicking even when I turn the car off. They don't stop until I unplug the battery. I'm hoping it's just a dead battery so I have it on the charger.

Any other suggestions?

No it's not the same.. mine are definite relay clicking noises. And my car isn't on.. it's just in the on position one more turn and the car would start, but when the dash went nuts I wasn't brave enough to let it keep going nuts.
