I would highly recommend doing some searching/reading through the motorsports section of the forum. There's a lot of good information there including discussions on several of the questions that you asked.
If I was challenged to a road course shootout, the first thing I'd do is get some seat time on the course and find out where the car was weakest, and talk to other drivers for advice, feedback, take a few ride alongs. Then I'd get some 18x10 wheels with R compounds.
Gaining power is easy on the X, but tires and suspension are worth more on a road course.

whos the better driver here? That should be the first question. Power doesnt mean anything unless you can properly handle it around the track. Anyone can build a high hp car, but driving it is another story. I cant tell you how many times ive instructed on the track and had to tell people to turn off because the car is just too much for them.
Also which tracks will you be racing at, you should check out the ratio of straight road to curved roads. The evo X is amazing on the track but you have to know how to shift the weight in that car using the brakes and gas. It truly unique in how you have to handle it.

Power:
CBRD BBX on stock cams, tubular manifold, upgrade the FMIC and an uber safe tune. I made about 414whp on MAP's dynojet on a pretty basic setup like this and while you might not quite be able to keep up in a straight line from a roll, you should at least be able to hang with him, then let the rest of your setup do work...
Get some nice springs (swift or eibach imho), a rear sway bar upgrade, and an aggressive track alignment. If you have the 'ching get some sticky rubber on little bit wider rims.
Spend 'the rest' of your money on cheating bastard practice sessions, go kart tracks or even track days that your brother is not at--this is where you will really need to focus your attention: yourself!

I agree with rubber and suspension! Going fast in a straight line isnt as important if u can't keep ur speed up around corners. i say springs (or coil-overs if u have the $) pads, brake lines, tires and possibly sway bars (i don't know how much that changes an X) then look into power. Then get real comfortable with ur car and the way it drives around the track. (i made the mistake of taking a long time off from racing and put some xtra power into the evo in the mean time, this resulted in a very interesting day at the track when i finally went back)
With that kind of power I'll probably have to do a clutch job eventually, that's another thing I'll have to look at. As for the brakes, what kind of pads do you guys prefer?
You should look at other threads about pads. Whether you plan to have track-only pads or dual purpose pads makes a big difference. Hard pads squeek loudly on the stret so there are compromises to consider.
they seem to be around 4k and that is still over what I think I want to pay for coilovers.
You could start with springs, rear sway, and an RCK. You should give GTWorx a call and talk suspension. They are on this forum and seem very helpful.

integras are difficult to drive well. useful power band is inconvenient and when modded they have too much power and not enough grip. Drop the radiator and go with an FMIC instead. Get a set of slicks and a rear sway bar. And a set of track-only brake pads. You'll NEED to use your warm-up lap to bring the tire and brake temperatures up before running hard. After that, its all up to you're ability as a driver, but lucky for you the Evo lets you do pretty well while making a ton of mistakes
That FF is gonna have some serious traction issues with that amount of power on a road course. He's gonna have to do a lot of suspension and aerodynamics to keep the fronts planted and smooth throttle control where as you can just mash it out of every corner.... Would be interested to see thats for sure!

Try Ventus RS-3s? forgive me i dont think i read closely enough but are you guys doing a limited to street tire/same tire for the challenge or w/e?
hope my little bro gonna be into cars like me. he 17 and all he do is talk to girls and myspace or facebook. he not evening trying to get his permit, well hope he into cars soon then i might just give him my 91 gsx

Whiteline Front Roll Center Adjustment Kit
I pretty sure I'm gonna jump on those Ohlins R&T coilovers if I can find a deal somewhere! I'll keep an eye out for those!
to vendors Tire wise I'm gonna keep the stock advans until they wear out.
I think after that I should be good to hit the track and see what my brother has got!
One more little trick, Gut your trunk no spare, plastic panels or even the foam inserts that hold the jack. Then pick up the ams light weight battery, oh and deplete all your windshield washer fluid. Seriously it worked for me, then I started removing my rear seats just for track days but that may be to hard core for you at the moment.
