I don't know man your going to have to make a lot more power. Looks like your brother has a setup that can reach 500whp looking at the turbo/wg. Plus you don't really need to upgrade the cams on the honda stock gsr cams are great. He'll have awesome gearing too.
A gutted GSR will be in the 2300-2400lb range too.
You can only hope to outcorner him and outbrake him, but with the evo x's weight that could be a problem if it becomes a multiple lap race.

+1 for the sibling rivalry. My brother recently sold his 420whp 3SX built 3000GT for a 2011 F350 Crew Cab with all the banks kits. I recently sold my 440whp 1g for my 2010 X with AMS goodies. I guess he was sick of my tail lights.
that doesn't look like a very road race friendly turbo setup
if you wanna beat him here's what I would do
test pipe and cat back to open up the exhaust, drop in filter or intake
intercooler more to keep things safe and less stress on your car rather than power
get it tuned after these mods, it should put you around 320-330 whp
any more and you're spending alot of money for little gain, thats it for power
get a nice suspension setup, something like robispec kw, ohlin, ast, etc
275 tires and wheels to match, track pads, rotors wouldn't hurt...
invest in track time and instruction, this way you'll have a balance package and you'll be able to use it. a balanced car is always alot easier to drive fast. while your brother will have an overpowered (for the application) and very laggy car that will be very difficult to drive. unless your brother is a god behind the wheel of a car, you should be able to beat him with that setup.
by the way, do you have any tracking / road racing experience? if you don't, forget about competing with your brother, go out and track your car, learn how to drive first, get some instruction. also, when you go to the track (if you're new to this) leave your ego at home.
