i did the same thing on my turbo. broke off a bolt in it. used a drill bit to start a small hole in the middle, then and extractor to get it out. took a while, have to be very precise and be sure not to hit the walls in the hole.

There is no head to the bolt it was flush to the valve cover. (pic in first post) I do realize not to over tighten but, it must of cross-threaded somehow cause the others were a piece of cake. It didn't take me anything to recognize the bolt was in place.
This might sound stupid, but what i use to do when i use to break bolts is use my welder to weld another bolt on there and then turn it out.
You can use the same concept here but using a fast acting strong super glue or something of that sort, glue it on top of the broken bolt and screw out.
as long as the threads are ok, this will work.
