So 91oct, is 91oct. But if it has ~10% ethanol, you're fuel economy will be a little lower, as your fuel trims will likely bump your required flow rates a little at the ecu.
If your evo is 2011 and up there are currently no carb legal intakes for california, this is the problem I ran into trying to get an intake for mine.
The aem is 2008 and 2010 models only. Injen I believe is the 2008 only.
There are plenty of stealth items though.
My plan is to get all my UICP and Intake piping done in black in case anything happens at least it will look black and inconspicuous.

I grew up in Chino Hills, and went to AHS. Worked in Santa Ana and spent my time bouncing between Chino/Pomona to the beach cities. I *never* had a problem with mods on a car.
If you had a K&N, Injen or AEM. A cop wouldn't look twice once you pop the hood. All three of those brands are known to "generally" to be legal.
I would strongly suggest making sure you run a cat-converter though or have a high-flow at the very least.

- Noisy exhaust. Some CHP officers will look underneath your car to see if you have a catalytic converter if you get pulled over for exhaust. (I run a stealth WORKS system, haven't been pulled over for exhaust once)
- Excessive speed. Common sense applies here.
- Parts that are shiny, flashy or painted funny colors that don't look like it came from Mitsubishi. I went round and round with a CHP officer once about my BBS wheels, zero lift kit (front SE lip) Brembo calipers and huge spoiler. In the end he did believe me, but he was very reluctant. If you run any aftermarket parts, make sure you have CARB EO numbers that go along with those parts or you're asking for trouble.
- Labels from aftermarket companies under the hood or stickers on your windows. (If a CHP officer asks you to pop your hood and then they see a crap load of parts with company logos all over them, you can bet your *** you're going to get a ticket)
- Front window tinting or all around tinting. (I've been ticketed for my 60% wrap around tint before. I just paid the fine since it would cost about the same to get the tint removed and reapplied)
- Fast and the Furious spoiler. Other than taking it off, there isn't much you can do here. It's an OEM piece, but in their eyes it looks the same as a Civic coupe with an aftermarket spoiler. I went wingless for a while until I started needing the downforce again.
- No front plate. Over the years I've had CHP plate check me in other cars, where they pull up, look over and then drop back behind me. This is easily remedied with a little bit of time and some 3M double sided tape.
- Bad attitude. I was pulled over outside of Infineon Raceway after a Formula Drift event for being in a flashy looking import car. I popped the hood, got out of the vehicle and complied with their request. Addressing them as, 'Officer' and not acting annoyed can go a long way. This is especially true when it comes down to a simple fix-it ticket to getting your car impounded.
Avoid these if you want to keep enjoying your car without the law constantly harassing you.

Nice concise list. I will add:
Cranking Dual 12" subs with complementary 2000W amps that vibrate more than your license plate.
I think it boils down to a mature attitude with the law and common sense.... Which unfortunately I do not have at times: especially driving my Evo!
I'm in SoCal and I am running AMS HFC, ETS Exhasust, and under the hood a Cosworth Drop in air filter with a 3-port boost solenoid, and tuned. So far so good but I don't drive WOT everywhere I go. Just be conservative on the streets and you should have no problems with your local PD. With my list of mods I don't get a loud drone on the freeway, but you can always pop it in to neutral

Mods under the hood is where you want to be careful with. Try to make look stockish as possible. Right now what I worry about is my tint since I have 35% all around and no front plate (dealer plates came in 3-weeks ago).

I will be getting catted test pipe (either ETS or Mil.Spec 100), MXP exhaust and AMS downpipe for the evo. I am sure I wont have a problem with the cops over here. They aren't that picky and I am not racing up and down the streets lol.
Psycho - I am about right where you are with under the hood. I have cosworth drop in and cobb turbo inlet pipe. I dont have the 3 port yet.
panel filter, AP and a stage 1 map, upgrade the tires, painted (color matched) cf hood and trunk. All these add performance (either by increasing power, grip, or ditching fat) and are difficult to see or hear.
Well I started with the COBB AP, Then an HKS drop in and HFC. That's a basic stage 2 setup.
And from there most of the stuff only added noise not really a big power difference.
That's the reason I'm planing on going green, FP Green to be more especific xDD

- Took off my wing
- CARB certified AEM intake
- Put a front plate on (actually mounted not wired on with a hanger!)
- Took the lettering off my AMS FMIC
- ALL aftermarket piping is black, exhaust is black as well.
After doing this stuff I haven't received a fix-it ticket since and it has been a good 2 years since I made those changes. I have had to pop my hood and lket them sniff around but the only thing that looks aftermarket is the intake and it has a CARB sticker. Once they see that they figure it's a waste of time to look any longer and send me on my way. Also, as weird as it sounds, I've heard roof racks seem to keep cops away.
