Electrical and ECU problems maybe?

So i am driving a 2008 evo X GSR.

Recently my battery had died and took about 2 weeks for me to order the new redtop that is currently in

Problems:

-"!" check light comes on and off but gives me no faults
- ABS check light kicks on then goes off in about a 20 minute drive happens about 4-5 times but only for a second and goes away
-alternator fluctuates voltage while driving anywhere from 14-16.9V
-alternator at idle fluctuates from 13.5-14.4v all measures from my turbo timer

Now right now the temp is ridiculous somewhere between 20-30F but the car is a in a garage overnight till i drive to work.

My brakes have barely 1k on them and i have super blue racing fluid right now fluid level are all good.

I have gone through numerous threads and to no availability anything that combines what i have going on or individually not the same way. i have seen in one of the forums that due to extreme cold weather places replacement of certain fuses need to be done. I have already changed my fuel pump relay for it stuttering in the spring but i wondering if changing the relays would help all of these problems or if anyone else has had these problems.

please and thank you!

I think you have a ground issue. Possibly when you first installed your new battery. Tests fine when the car is in the garage but a connection is not tight and, when driven, the vibrations cause intermittent grounding problems such that your systems get nutty. Check those connections.

I helped a coworker yesterday with her dodge caliber, she was having similar issues with the same dash lights (plus bucking during acceleration). First thing I checked were the battery terminals and I could pull the negative connector off with my pinky, I second the possibility of a grounding issue. The same thing happened with my 04 ralliart as well (broken positive connector)

ground were all checked terminals are tight. Funny thing is now that its getting warm its not happening as often or yesterday didn't happen at all. Well i plan on changing all my ground wires out on the car anyways hopefully if it is the problem somewhere it'll fix it.

Did you end up finding the issue?
Im having the same problems.
I replaced the battery and the alternator. All of my grounds are fine.
I have just ordered a used ECU to test that. I believe that’s where the weird voltages are coming from.
