400 HP could be achieved multiple ways. Honestly I think the easiest way is;

o2 Elim. DP (Open Dump Optional)
Catless Tp
Catback
Intake
UICP
FMIC
LICP (Optional)
Injectors
Fuel Pump

And the most important mod....E85.

Once the car is modified, is there any problem passing smog here in California?
Will they test a modified car or do you have to put it back to stock?

Depends on the part of CA. For most of it you prob won't pass. But where there is a will there is a way.

Why would anyone what 400 to the crank? Thats a bit laughable.
400 whp would be the goal. And with those simple mods you wouldn't make close to 400 whp though. Gotta shot higher bud.

Here's my thoughts for you:

Cams (In my opinion a great way to slap some ponies to the ground)
Upgraded Turbo (In my opinion but probably not needed to do)
FMIC
High Flow Cats
Down Pipe
Turbo Back Exhaust
Bigger Injectors
Air Intake
UICP
External Fuel System on top of Factory ($400 - $500)
Tune

This is pretty much the upgrade that is given to the FQ-400. But, also a good way to spend some coins on the car if you really are looking for an upgrade option.

Bolt ons and E got me 397. Of course depends on the dyno but the number is really not the point. It feels fast.

My mods for 397hp 371tq

1200cc injectors
Bigger fuel pump
ETS intake
ETS UICP
UR Exhaust and test pipe
RRE 3 port
AMS IC
E85

Everybody raves about E-85, however, thats great to have as an every now and again option. Since most people live pretty far away from a gas station they can get E-85 at wouldn't you rather have parts that get you to what you want on 93 and have the E-85 as an additional map to switch to when you can fill up on it and have some fun?

Don't worry about the crank hp numbers. As far as to the wheel, 400 is doable depending on the dyno. For instance, to make 400 to the wheels on a dyno jet, you would need full bolt ons, fuel pump, injectors, e85, tune and you should be right around 400.

So what differences in hp would you see between E-85 and 93 octane. AKA same setup and same bolt ons, fuel pump, etc. Im guessing 20-40 hp difference? And is there truly a way you can switch back and forth between the two?

About that. You can get two maps to switch between. One for 93 and one for e85, but you have to drain the one and re-fill with the other to switch back and forth...

The supporting mods above (full exhaust, intake, intercooler, boost controller, injectors) + MHI Turbo Upgrade ($1,700ish). Factory Mitsu turbo with 400+WHP potential retaining factory spool characteristics.

Road Race Engineering also has a list posted on what/how much to hit 400whp using our junk Cali 91 pump gas. Google "road race engineering 350hp-400hp goal"
