I was at a Mitsubishi dealer test driving an Evo X and the gent said that it is very easy to increase the hp from stock 300 to 400hp.
He said you could do it for around $3,000.
Any truth to this I have my doubts.
Can someone let me know what I would need to do to the car to get to 400 reliable hp at the crank?
I'm in California, so I need to pass smog every couple years.

I have about 380 at the wheels and it cost around $3k. But I also did bolt-ons that probably were not necessary yet. And I bought the Cobb AP which also isn't necessary.
400hp is no problem for the stock block. You just have to be careful with the tq. But I believe under 400tq, you should be ok.
Did the gent also explain the possible voiding of warranty?

If you're buying a used Evo no longer under warranty, then obviously you wouldn't have to really worry about it.
As for the $3K question, I think the answer is yes, though be sensitive to the fact that it's a slippery slope for most (I'm no exception), such that the car demands a reasonable level of maintenance on top of mod costs. The result being that while $3K will get you there, there will generally be additional costs. Again, some research here will give you some good perspective.

First question I have is do you have e85 near you?
In short, yes. I am looking to do something similar (looking for 330-350whp with stock turbo) look at the AMS stx400 package. don't buy it, because you can get all of that for cheaper. but that will get your 400hp. I am going to be doing something similar, then getting tuned. Should be good

However, you can only drive it on good days and I got a little tired of always having to put on a helmet whenever I drove it. Trust me when you get a rock hitting you in the face at 80mph you put on a full face helmet.
I'd like an Evo X to replace my Atom so I'd like at least 400hp at the wheels, maybe more as long as it's reliable.
Is that possible without doing some major engine mods? And the cost?

That being said, 400whp means different things to different people. If you use a Dynojet, that's fairly easily attainable. Say, TBE, intake, boost controller, and a tune.
If you're on a more unforgiving dyno, you may need e85 or a bigger turbo (with supporting mods) to reach that goal.
Regardless, 400whp on just about any dyno is reachable without engine work.
Cost would vary, depending on above, and what brands you go with.
