cold start=check engine
latly I been getting p0137 off an on. Im running cobb stage 3 OTS maps. I figured that the rear 02 was pretty much shut off.
Maybe its my test pipe? though im using a ETS test pipe and it has the defouller built in....

That is something I didn't think about. My car is parked outside. But I know two of the guys here live in an apartment. Even though some apartments have garage's, I really would think that the odds are slim that everyone besides me, parks their car in a garage.
One of the guys is also in Oregon and parks his car outside.
I'm just not understanding what causes the issue. And why it will happen to some Evo's, but not others.

Given that metal-on-metal noises from the "front" of the engine are caused by boost-leaks, I'm starting to think that you might have a problem with your power-steering pump.
More seriously, I don't have an AP, but do have an AEM airbox and intake tube. That would be the next variable to include in the search for a common factor. More generally, I'd want to know whether the MAF is inserted into a metal or plastic tube. Hot-wire MAFs are, by definition, more sensitive to temp than, say, a Karmann.

I got a 2011 Evo X GSR and for the past two days its been 16-20 F outside and I never got any CEL. I live in an apartment so its parked outside. Mods are Topspeed CBE and K&N Drop in filter.

If I have a boost leak somewhere, could that cause weird idle behavior and throw the P0134 code?
Unless some of my coupling connections loosened due to the extreme cold...I am 99% sure I do not have a boost leak.
I am getting the P0134 code, but no idle issues, and the car drives fine. I just clear it and go. Guess I'll find out of there is really something wrong when I take it in tomorrow. I'll post my findings when I get the car back, maybe it will be of some help.
