Thoughts on buying this evo?
Its a trap really. So many things could be close to breaking. Clutch, transfer case, etc etc. Take the advice from someone who's bought a used evo before and had to spend $3k 2 months later because the tranny went bye bye. I'd never do it again. And if I did, it would have to have less than 20K miles on it. In your case its 80k, no way jose!
My Evo IX that was totaled had hundreds and hundreds of street launches, 10s of days of track launches, many many road course days and an absolute blast of canyon runs and street pulls and NLTS on the regular. At 50k I was thinking about putting in a new clutch as an upgrade, not because the previous one had worn out. The car was full bolt on (everything except a turbo) since it had ~10k miles on it. I had A LOT of fun in that car, and the day that it was wrecked it was still in perfect condition.
If a car has been well kept and well maintained there will be obvious wear items like potential suspension bushings / etc. If it has a history for when a new clutch was put in and it looks like the car was maintained I see no problem with getting it.
If things smell funny, just walk away though. I too have made the mistake of buying a used evo with my dream mods on it. After seeing a couple of minor things broken and a couple of glaring things wrong that I knew I could easily fix I assumed that explained the price. Well, I should have taken the glaringly obvious things wrong at their actual value and realized that the person had no idea how to maintain a car and walked away.
That said, if you can live with some minor paint chips that you'd see on any car with miles I'd be 100% confident that my current 40k mile evo X is in as good of or better condition than many, many, many, many evos with 5,000 miles on them that were owned by a complete moron. If I still own the car when it makes it to 80k I'd say the same exact thing. I've owned 7 of the cars in this thread of Mitsus performance category and they are easy to maintain when you know what you are doing.
So what I'm trying to say is the only way to know is to look. If you don't know how to look, find someone trustworthy who does. If you can't do either of those then *maybe* you should look elsewhere, but don't think that a 20k mile evo is going to be just great.
... and don't discount that putting $5k into maintenance is the same as putting $5k into mods, but if you are going to do the mods either way and they are already done only your opportunity cost exists and not your future sunk cost.
IMO - check the history of the vehicle and ask to see the service receipts and that they match... I personally would never buy a modded evo... especially owned by a kid. But it's up to you, my friend.

A) Who tuned it? If it is a reputable aftermarket performance shop they will be able to give you a good history on the car and maintenance they performed and when.
B) If you want a pre modded ride there are a few websites dedicated to selling tuned / modded cars with a lot of straight up honest(mostly) descriptions by the owners posting their cars. That is how cars like the 3DX Evo get sold without the owner getting a complete bath by a dealer who can(will) only pay based on model and year - not for the mods. (pretty much, but you guys know what I mean)
C) Get a stock, still in warranty, used Evo and Mod it yourself
D) Buy one brand new, deliver it straight to the performance shop of your choice along with all the mods you want and have them install it all before you come by to pick it up. All the while XZibit will be yelling in your face about the 27 TVs you got up in yo ride and how you get Direct TV and Pay Per View while in Reverse.
