He didn't have this problem for the previous 1k miles, so either the weather is causing him to over boost and he truly does need a re-tune for the cold weather, or something is leaking causing the over boost. The tune won't change itself overtime. Regardless, I would first check for boost leaks.

Tune adjusted problem fixed my tuner was traveling but he did it on the fly thanks fellas!
