Evo x stalling, help

Hello i have a evo x with dw1000cc injectors and ETS turbo kit with 250cc fuel pump and tuned by JMS on Cobb AP. I recently moved to hawaii and ever since i got my car back from shipping its hard to start/stalls. it did it when i lived in texas but on rare occasion. When the car doesnt start on the first time i smell fuel. Also for some weird reason when my radiator fans cut on my car either acts normal, bogs down (almost stalls) or it does stall. Also when im getting ready to get out of the car i check to make sure the windows are rolled up, usually they are. i pull on all the window buttons(windows up but double checking) and it bogs down the same way it would when the fans cut on. Also my Idles lean but its fine when driving. i unplugged the MAF while i was parked one time to see if it would stall or get worse, but to my surprise it idled exactly where it was suppose to,not running lean at all.
