What did you end up doing? I mean as far as the mods i would ask how much is on the build itself. You can always get AMS to compression test the car and speak about the engine if it's truly from them. Same goes for boosting about the turbo etc.

If the car has the power level you want and it checks out you can always make an offer for lower. You can weigh the cost of going newer vs buying modded. The engine and turbo are 10k alone before labor. Plus you have the trans work.

I'm in a similar situation as well, but the car in question belongs to my best friend so I have slightly more peace of mind. But I went back and forth between his and new one and ultimately am choosing to just buy his.

That must mean it's been a while since they've touched the car. You have to do what you feel comfortable with doing.

If you're really gonna spend $32k on a car with some mods on it. You could just by one used. Like I bought mine stock with 17k on it and got it for a little over $28k. It has all the bells and whistles, even though I don't care for them. And I really only bought that one because it wasn't someones project that they decided it was time to flip or get out of a money pit. I don't know, if I was you I'd look elsewhere and then buy mods you want for your car.

The person selling the car could just be done with the car. It's no different than the person who gets rid of any other used car. Often times if the car checks out than it's always cheaper to buy the modified one than one bone stock. At the end of the day we all buy what we are comfortable with buying.
