Evo X or earlier?

I am sure this question has been asked but alas, I could not find it. I am trying to create a 400WHP DD. I come from the subaru world and that is not feasible without throwing too much into the car. So now to the question, would an Evo X or an earlier Evo be best for a reliable 400 WHP DD?

So what would be the best overall set of mods? I do have access to E-85. On an STi I know just how to do it, on the EVO, not so much. Thanks!

I would do any color but blue, not a fan of red either, prefer white or grey/silver.

Is any year better than another? Like I heard 13+ have a better timing chain design?

Actually mid 2011 and beyond have updated timing chain. I believe anything with a production date passed Feb 2011. My 2011 GSR was built in March 2011 and had it.

Mods: Upper Intercooler Pipe, 3"+ FMIC, 3-port boost controller, intake, catback, test pipe or high flow cat, MHI 18k Turbo, fuel pump relay if doesn't have new one like Panasonic and should be really close to 400whp on pump.
