Congrats. How many miles on the car? I'd be weary of the wear and tear on the car from the previous owner if it were me.

Check your oil as often as possible for the first 10k or so, just to make sure you're not eating oil and killing your engine...and TBE is what I did as a first performance mod, and if you get a good one, you'll love it, then i think MBC, Flash, Intake are all the next steps...at least they're what I'm aiming for next

Oh yeah, definitly get a turbo timer if it doesnt have one....MBC is manual boost controller, in case that's what you were asking, and once you get a decent turbo-back exhaust, you'll want an MBC, the boost goes kinda crazy up and down with a TBE and no MBC

define really whinny, like when is it whinny? I'm not a pro or anything either, so make sure you get advice from others...lol...i have the blitz II TT and it works well enough...and it has a boost gauge built in, thought it's in hkpa instead of PSI

But yeah, I was putting off modding, till I decided I'd get a TBE, and I love it to death now...it's an easy mod for how awesome it is, look around and find one you like based on sound and added hp...that's the best way to do it...I got the Injen but it's pretty quiet and a lot of people like louder ones and I think there's a bunch with about the same hp gain as the Injen, maybe more, that are louder, or quieter, it's all research

Oh yeah, another word of advice, few mitsu mechanics know what they're talking about, mine doesnt make any sort of whining noise...i dont think...lol, it makes too many other noises now...i dunno, anyone else have any sort of tranny whining like that?
