Welcome, Im a n00b as well, but have a fair amount of knowledge of the turbo world.

To get the most bang for the buck, and to get the most power increase, you start with the basics. And like posted above, make sure you have proper gauges to ensure that you arent having any issues. In most cases, if you are starting to have a problem, the gauges will tell you whats going on.

Anyway, exhaust, intake, and some chip tuning would yield the best results. I know that some people will make their car handle better before they start adding power mods, but suspension will help to deliver that power better, and keep the tires on the ground.

There are alot of avenues that you can take when modifing your car. Just be sure to do alot of research before you jump head first into anything.

Yes, turbo back includes everything. Downpipe (bolts directly to the turbo), and then the high flow cat converter, and then the pipes from the cat, to the bumper.

IMO, 3" is the way to go. If you have to meet emissions standards in your state, its best to keep it legal and go with a high flow cat.
