Does this exist?

Is there such thing as a 100% street legal after-market turboback exhaust?

+1. No. It is a Federal offense to tamper with your stock cat.

You can do a downpipe and cat-back without being illegal in some places.

Significan't? Eh, decent, but not great, especially not for the money spent. A downpipe with the stock cat really does nothing. The cat-back will give 10-15whp, but it's the most expensive part of the exhaust.

Mike, what do you mean? Cops don't know anything about your cat unless they see a straight pipe and know that there is no cat whatsoever.

As long as they see a cat under your car, you're pretty much good to go.
