If you want to be safe, you can set it on 4th or 5th gear pulls. I set mine on 3rd because I just dynoed in 3rd but the only problem is its about 2psi higher in 4th and 5th gears.

Yea, thats the only thing I dont like about my MBC. Its annoying because if I have it set to max on 3rd gear and then someone tries to pull on my on the highway in 5th, I have to watch out or I will boost too high. But yea if I set it in 4th or 5th, 1st 2nd and 3rd dont even usually go above 20psi. So then I am a little slower off the line. People with an electronic boost controller say its the same through all gears so that or using the stock boost control solenoid might be the only way to keep it consistant through all the gears.

Rasorexpress there are 3 important things to know.
1. First, No, MBC's do not have set boost levels, you will need a boost gauge no matter what. Most importantly, make sure the MBC is all the way loosened/opened before you put it on, then turn it up slightly(I do 5th-6th), until you hit your peak.
2. For the peak boost, it depends.
If you are stock, you should not install and or adjust the boost period. There is a very high probability that you will be running to lean, and or you will trip the factory boost cut in 1-5th gears allot. If that doesn't happen your fuel pump will be under tremendous stress with the added Hp. Moral of the story. A MBC is not for a stock 9. You need to get the supporting mods (ie. TBE, drop in, 255fp, flash). At a minimum I would say just the flash. Its a pretty dramatic power diff. mine was 1.1 kg/cm^2 stock, now I hold 1.5, big difference.
After you get that though, if your on 91 oct usually 20-21psi, if your 93 usually 22psi.

I have a IX also, and was told that the stock ECU setup will handle 21 psi. I also have the Hallman MBC, and I set mine in fifth and sixth so that I don't exceed 21 psi max. In third I am pulling about 19 psi. My dyno run after the install showed me running 10.5 to 11.0:1 for a/f which is a bit rich. Any higher than 21 and I could feel the car surging under load in 5th and 6th. Hope this helps.
