Help! Bottom rubber lip thingy *pics*

Didn't know what to search for, don't know what it's called, so forgive me if it's something I could have found via Search function, but here's the deal:

Earlier this week I drove down a street that the city of Fresno had just finished adding rain gutters across, and the resulting dips were pretty excessive/deep. On one of them that I went through (probably at 7 mph or so) I scraped the front bumper on the way out of it. I got to work & checked the front lip and although nothing was visible from standing in front of the car, I could feel some paint missing by running my hand along the underside. "No biggie" I thought to myself.

Fast forward to today, when I'm looking for the cat under my car, and I see the rubber lip thingy scraped up and hanging under my car! This is the piece that attaches to the undertray. Some of the bolts broke through the bottom of the plastic:



So the question is - Do I just remove the nuts, put it back where it belongs (attached to the undertray) or has anyone just completely removed this piece? What is it's function?

I'm tempted to just remove it, as I occasionally leave parking lots that I sometimes get a slight scrape on when I don't get the angle right. And my car is at stock ride height LOL. Any advice would be appreciated...

That's part of the Zero lift kit,no biggie if you remove it.
