Question Boosting problem?!

im having a random boost problem. i have a apexi avc-r EBC boosting 20 lbs which works fine but i went to NJ for a day and my lower intercooler pipe blew off so i put it back on and lowered my boost to like 13 lbs so i could get there and back without it blowing off again. so after i returned home i took the lower inter cooler pipe apart and got new stronger clamps for it. Then i increased my boost back to the normal 20 lbs and it wont get up bast 13lbs. im wondering what could be my problem. i checked my vacume lines for a leak and i foud nada, nothing, zilch, zero. howerver, if my O2 senson hooked to my cat went could that be causing the boosting problem? please get back to me ASAP, reply of PM doesnt matter.

Thanks
Chris
