bad karma? need help with accident

long story short, I got hit on passenger fender. Cost around 500 to fix(cheapest was 450)
I got 300 from him(he told me bank wont let him withdraw more than 300 per week)
I had to goto field training for 10 days.
The day i came back, i got voicemsg saying he's going to field too and be back on monday.
Havent got call back or not answering my call.
I know he's back due to ringing on his cellphone(if ur out of service or out of battery, it goes straight to voicemail)
I'm really pissed. I still have to get $150 from him.
I got his informations(insurance, car plate, cellphone)
Also recorded all conversation in my cellphone(i can hear him talking but not me. It records only other person talking)
But he clearly said he's the one that hit me(He dont even know my name. I know his name but i kept addressing him as guy who hit me to get fact out)
So can i go to police with this informations? I'm thinking about going to mp station and jag to find out which unit he's in.
even if i dont get my money back, I want that *** to get in trouble(article 15!)
drop in rank and money.
This is my second accident on my evo in 3 months(one was hit and run with witness but cop screwed me over)
i think my evo has bad karma

Did he hit you while you were on base? If so you could always have the base pay for the damage. Been there done that..

Its small dent. Accident was from parkinglot so no injury here. I went through 5 different bodyshops just because we are both in army and I didnt want him to pay too much. Now he's screwing me over. Time to screw him over.
Going to make appointments tomorrow morning. Also going to find out where he works at. That bi@tch is going back to private again!

I had a situation like this a few years ago. A guy backed over my car in a big 4wd.. damaged the hood only and I decided I wanted a CF hood anyhow so I made an arrangment with him, he paid some but never paid what he was supposed to. Right then was my first mistake, because after you make an arrangement basically your screwed here in TX. Next time.. I'm just callin the cops and getting a Police report and letting my insurance co sort it out.
