I live in IL too, and I haven't received a ticket yet. I've been driving this car for 2 years too. I had a few cops following me, though, on I-55. lol Maybe it was my HIDs and not my license plate. :\

try what i did (mounted it on the underside of the bumper - ya i drilled holes but at least they are out of sight - i used the plastic oem license plate mount and just cut the top portion off):

I just bend the top 1" of the license plate 90 degree to make it into an L shape. Go to the local hobby shop and ask for their "servo tape" (it's an ultra sticky double side tape) and glue the plate to the underneath of the bumber. I went throught car wash couple times and never have a problem. Also good up to 110mph so far (I don't go past that anymore ; ) ).
