so technically speaking based on my two choices- i'm paying $1500 extra for a stock evo but with 21k less (which gives me a year and half of driving before its valued at the price of the second one)

That's funny I drove a IX and a VIII back to back same day. The VIII had 10k on it and was driven pretty good I'd imagine the IX was brand new 12 miles. Felt the same to me except for the new car smell, IX had less squeaks, brakes felt better. It definately wasn't worth the 5k more they were asking.

If you are going to mod the car full tilt you should buy a 03 anyway.
