a two step is the rev limiter in you car there are two, one is stationary for the car at a dead stop, from the factory they are set at 5000-5200 I am not sure, this is also refered to as the launch limiter. When you come to a complete stop and mash on the gas the car will allow the engine to rev to the stationary limiter and not allow the engine to go above that rpm. The second is the red line limiter. It stops you from over reving the car when the car is moving. Hope this helps.

One thing you have to remember is that all of the Evo's came with a two step. Only the 03-04 did not have them "activated". In 05 they where set at 5500 and not sure in later years. This was done from the factory for warranty issues with the drivetrain. Prevents clutch dumps at an excessive RPM. Not that you will ever be able to get any warranty work done on an Evo to start with but that just my .02. If you have an earlier (03-04) Evo and you want your two step set up and you live in the Hampton Roads area, pm me and I can do it for you!
