Okay, I have the stock lines, but the line that goes from the solenoid to the intake pipe, was on the bottom nipple, and the one that goes to the T-Fitting, was on the top nipple. Does that make a difference???
Pictured is what it is supposed to look like. So I swapped them to look like that, and I'm going to see what it does.

The stock solenoid does not pass air either direction when it's not energized. It shouldnt matter which way it is connected. Did you check to see if the turbo side hose has the restrictor pill in it? Check for boost leaks and/or try another boost gauge to verify what your seeing.
It's inside the small hose after the T on the boost line that runs to the turbo. You should be able to squeeze the hose and feel if the pill is in there. It looks like a little brass jet if you take it out but you dont need to remove it if it's there. I would perform a boost leak test first and then check these other things since you have the stock boost lines on the car.
well this sounds like a stupid question but does the car feel fast or feels like something is missing. I had a monumental boost leak when my tb seals decided to not work at all and it was very clear that my car wasn't running right. Only 10 psi ftl. If your car holds 20 psi and no signs of leakage, might be running off wastegate pressure. Just buy a mbc, very cheap and helpful mod.

Purchase an accurate boost gauge before installing the MBC. Your stock one should sit a zero with car off and its way off that, also your vacume reading looks off to me. I put a Prosport elecric boost gauge in my IX first thing when it was stock, needle sat way below zero like yours when car was off, vacume read 22 in/hg, and peak boost read 13-15 psi i think. Tapped my 9 year old Autometer mechanical boost gauge into Prosport hose and read 16-17 vacume, and peak boost read just a tad past 20 psi. Prosport gone, I just wouldn't trust a gauge not sitting on zero with car off, just can't be accurate, plus it would just bug me.
