If you love your car and don't want to potentially damage your engine, it's in your best interest to have the car tuned after any and all mods. Might be a little bit of overkill on some mods, but better safe than sorry.
Usually the conflicting answers come from people who don't have the money to do things right.
Spending money on a tune after your mods will help you get the most out of each mod and will also ensure your engine is running within safe parameters. I mean, why spend $XXX on a certain part if you aren't going to get the most out of it?

Coming from a long history of turbo vehicles (although not all are the same) I know that not every modification requires a tune/retune. A Cat-back exhaust will not require a tune, neither will an intake. Their might be a chance that adding an intake could cause the ECU to richen the fuel mixture (just like when you run a vent-to-atmosphere BOV) and cause you to get worse gas mileage but, will not cause any damage to your car. When you add things like a turbo-back exhaust, cams, manifold, turbo, and even a vent-to-atmosphere BOV (although you shouldn't vent a BOV on a vehicle with a MAF), you should have your car tuned. With that being said, if you are worried at all about your motor when modifying your car, installing an exhaust gas temperature gauge would give you piece of mind. To go one step further, for ultimate piece of mind, you could install a wideband O2 sensor that will give you air/fuel ratio readings so you know if and when your car is running lean. Buying and installing a wideband is an awesome idea whenever you plan on modding your vehicle, especially if you plan to go beyond light modifications.

Can you run the car with these "bolts-ons" and no accompanied tune, sure. Is it advised? Not at all. The Evo X is much like the Subarus and most other modern vehicles, sometimes more so, when it comes to requiring a tune for correct operation. Evo motors are strong with a lifespan that can be shortened, yet not killed immediately.

Like everyone else said, i would get a tune after you got all the mods for the car that you wanted. If your looking to lightly mod your car i would suggest getting a turboback with the o2 downpipe combo and a uicp.An aftermarket intake becomes useless after a tune.
in my opinion, a tune should be done with everything. This to make sure you are getting the most of your parts/boltons as well as to keep the car in optimal condition (target af, timing, knockless).
Whether or not it will do damage is another question.
Now with that said, most people can't afford to pay or have the time to re-tune after every small bolt on. You should do many bolt ons together to minimize the number of tunes required.

Good answers.
One more question; if I get the stage 2 perrin or cobb map, would I be ok with the turboback exhaust, intake filter, uicp? If that's the case, I could do that and save for the licp and ic and drive to Plano for the protune.

-plan a list of A/F altering mods
-Recheck my list and ask a tuner's advice if needed
-Install the mods at the same time with a custom tune
That way its not an issue. Adding mods that effect such important characteristics of a healthy engine without a tune is playing russian roulette in my opinion.
Also, just because your car doesn't blow up after adding a breather mod without a tune doesn't mean you aren't damaging it.
