3-Port solenoid vs MBC

3-Port solenoid vs MBC
I know what a manual boost controler does. I am not too sure what the 3- port does. I have a little on it, but I am still a little confused. Can you use both together, or is one better than the other. I have learned that a tuner can adjust boost on the ECU, so what is the point of either of these options.
