Kind of a EVO newb, performance q's

Hello all! Right now I own a Lexus IS300, and I am thinking about t/c it. But I have always been a huge fan of the Evo's, waaaaay before they came out in the states, and I thought they'd never make it over here(thus the reason I bought the IS300 :>) My little brother just got a used C5 vette and after driving around in it, it makes me really want to get a car that competes. I have to have 4 doors, and these cars seem so easy to make power with, it's looking really attractive to me right now. Here's the financial situation. T/C ing my IS300 would cost somewhere around $9K total. I'd be making around 365whp everyday, and around 420whp at the track. That should get me 12's everyday, and possibly high 11's at the track on race gas. (try not to laugh, here , I love my IS300) Anyway, the way my finances work, if I did get an EVO and sell my car, I think I'd have somewhere in the range of $3000 to sepnd on go fast mods. My two big questions are :

What are the best mods to go with for this amount of money?
How fast should I expect to be at the track?

Would I come out faster with the EVO? Sorry for sounding so newbish, I'm not a tuning newbie, but I'm not currently familiar with the EVO's and the best tuning routes. Convince me! I love to go drifting in my RWD :>)

Basically, for me to switch paths here, I want a car that can run 11's everyday(even high 11's are good 'nuff for me), is this possible on my budget?

it's going to be cheaper to mod the Evo anyday, as far as what parts to buy for $3000, I'd go with a Turbo back exhaust, some sort of fuel management, and a boost controller. Those few items will get you into the 12's easy. In order to run 11's you will need additional parts such as intake, clutch, and maybe a bov. Check out what some of the tuners are using to get 11's.
